The Time Skip being universal in range is due to affecting time on the same scale as Dio and Jotaro's stands.

It was never stated in the manga on weather or not Diavolo can truly harm or kill someone during skipped time."

However BTD is fairly different compared to this. It can erase time allowing Kira to travel backwards into the past by 1 hour still giving him the memories he had when he has already activated it.

BTD can kill or harm someone when in use. Seeing as the person who dies within BTD's FOV will always die constantly in a time loop until Kira stops it himself or has to use his stand Killer Queen.

Kira has also managed to ressurect his son Hayato by using its time erasing abilities. As shown here

This whole chapter shows how Kira gains his abilitiy. He kills Hayato but with the use of BTD he manages to erase time and keeps him alive instead. Even possesing him with BTD also.

First off, the reason why Diavolo wasn't granted the same like with GioGio was because DarkLK, our site's consultant, has also read the manga series too and simply flat out said to me no when i asked him if it's possible if we can add Low 2-C via hax tier to him. That's all i'm going to say on that.

Second, it doesn't say that Kira can erase time and while i'm not going to bother discussing that, all it says is that Kira can loop time by his BTD exploding and setting a time loop. That's it. Heck the manga doesn't imply that it also erases time, it just loops it. Erasing time is Diavolo's power, much like how accelerating it is Pucci's power with MiH or Stopping Time is DIO's.

BTD's abilitiy is not only to Loop time as he see fits he can also erase time also. This was evident from the panels saying he could go back in time by 1 hours (via erasing it) and being able to revive Hayato via BTD.

If it could only Loop time then being able to revive Hayato would be flat out impossible.

There is more to BTD than what meets the eye to be honest. (Pun intended)
