Kingdom Hearts has a very different form of Light and Darkness than most series, as they basically constitute the fabric of reality. If one is destroyed, the other ceases to be, as does all existence with it. Sitting at the very middle of the space between the Realm of Light and the Realm of Darkness is the Realm Between, holding Traverse Town, Castle Oblivion/The Land of Departure, Twilight Town, the Mysterious Tower and The World That Never Was.

The Realm of Light and the Realm of Darkness have been constant forces since the beginning of time, the Realm Between just happens to exist. Xemnas can control the power of Nothingness, but he cannot control the Realm Between in its totality, much less the Realm of Light or the Realm of Darkness.

wow. so literally all xehamorph has to do is control light and darkness to become like low 2-C? that is just weird.

He needs to be able to control the Realms of Light and Darkness in their entirety, and he's already hinted to be 3-A/Low 2-C in his Reports/Word of God, as he plans to use the Keyblade War to remake the universe into a more ideal one where Light and Darkness exist in perfect equilibrium.

The balance must be created by destroying Light, not destroying Darkness. Xehanort plans to use the Darkness to destroy the Light and bring the universe to balance, when an ideal universe would be one without Darkness at all.

It goes like this. Xehanort believes there is too much Light in the world, and seeks to use Darkness to destroy the light and bring the universe to balance.
