While it's implied it could eventually exceed the Xeelee in power there's nothing stated it's comparable to monads. It's just stated to "fullfil the great project of the monads", which, at best means the monads are helping it

This would still be Low 1-C, just "6-D" downgraded to "5-D"

Nog really, just rephrase the last sentence on the AP justification to

Because if so, that's fairly major.

The tiering system did change a while ago; Low 1-C have characters with 5-D and 6-D feats now. So, while the changes are still major, they should be in the Attack Potency justifications.

Yes I understand. However a change from 6-D to 5-D, while not requiring a tier change, is still semi-serious. It would obviously have to be specified in the AP section.

That's not necessary, this is a very minor change and is about a specific character and not the whole cosmology

That's Not why they are Low 1-C, it's due to being able to manipulation configuration space, which transcends and contains an infinite number of possible outcomes for an infinite amount of parallel universes
