From what I understand if a character/object can manipulate the fundamental building block of a space-time continuum (4-dimensional reality) this would grant conceptual manipulation, correct?

I think it needs further elaboration. The way it's currently framed, it sounds more like Info Manip Type 2, since there's no indication that it's affecting an abstract informational source.

So correct me if I’m wrong but if the spacetime continuum was an abstract of something then it would qualify as conceptual manipulation?

If spacetime continuum was an Abstract force/energy/source behind the actual Universe (space-time Continuum 4D reality), then yea it would easily give you CM
