Would a Resistance to higher tier, far from than their currently shown limit be NLF?

What do you mean by resistance to far higher tier? Is resistance here being used as "durability"? If so, nah, is perfectly gine if consistent enough, is what we call "stone walls"
Look at pokemon trainers for example, they all scale to tier 7 or 6 on their durability, but their ap is just wall level
