Metal Manipulation: Wolfram's Quirk allows him to manipulate metallic material by making contact with an iron surface. Wolfram wins. I can't see anything from Blitzwing to suggest immunity/resistance to metal manipulation. Wolfram could just pull him apart.
 
Blitzwing can just turn into jet and fire some missile to destroy Wolfram metal and since they're almost have same AP

How far away do they start from eachother and how long does it take to transform? Also Wolfram should be able to deflect metal projectiles like missiles by just turning them away before they reach him.

That certainly helps, but I do think Wolfram would be able to stop him from transforming or make it hard for him to do so. I can't see anything Blitzwing does as being effective since he and his attacks are made out of metal, the one thing Wolfram is really good against.

Wolfram's Quirk lets him manipulate metal upon making physical contact with its surface.

He needs to touch the metal he wants to control. He can't telekinetically control it like Magneto, so he can't control Blitzwing or his attacks. The only time he gets close to that level of control is with the Quirk Enhancer, which isn't being used in this fight for obvious reasons.

I don't know why that isn't mentioned in his weakness section. Probably because no one cares enough about a movie villain.

I'd go inconclusive. While Blitzwing is more mobile with his flight and can avoid Wolfram's attacks. Wolfram has a solid defense I don't see how he can get past. Destroy a metal barrier and he just raises a new one. I don't know how long either can fight for, so I can't say who'd win in a long battle.
