Wolf, Spider and Creeper durability

Shouldn't Wolf and Spider have the same durability as Creeper? Both of them cannot appear in the Nether, unlike Enderman, zombie and skeleton

Skeleton has 8-C durability due to the heat of the Nether. Creeper has 9-A dura, because it has 20 hp. In that case, spider and wolf should scale to 9-A durability, because they have less hp than Creeper. Also they can't have 8-C dura, because they can't spawn in the Nether
