For the same reason that (if I remember right, not sure if he's from another continuity), our Tournament of Power Goku with Blue can go and beats the ass of DBH's Goku in SSJ4.
Heroes is an entire thing on it's own. I don't know the details, but there's no reason Beerus isn't comparatively higher up the ladder as well.

First problem is you think that this Beerus is apparently Canon Beerus. No. Bad. DBH characters are insanely more OP than their canon counterparts. There's nothing to say that DBH Whis and Beerus aren't hilariously above Chronoa.
Especially in Xenoverse where Beerus merely considers Demigra annoying despite Chronoa repeatedly freaking out about how she's powerless whenever Demigra's around.

NOTHING implies her to be stronger, in fact the opposite is shown and stated multiple times that it's basically bandai saying "BEERUS IS STRONGER THAN EVERYONE IN THE TIME PATROL" ~~Except the Future Warrior~~

The tier of power is higher for DBH/DBO/DBXV characters, but the overall hierarchy of power should be similar to canon. Gods of Destruction are so hilariously above the kais, it isn't even funny. It's like Zenkai said, Beerus is stronger than everyone in the time patrol except for the 2nd Future Warrior. He scales to Whis.
