Why isn't Shigeo Kageyama AP large island level? Possible upgrade

ONE said if Tatsumaki and normal mob fight she would win but if he gets serious there's no answer.

So wouldn't this make scale him to large island level?

Because we dont scale characters to characters from completely different series

i could get that but they are made by the same author and by his statement they are roughly equals or close in power.

Unfortunately that doesnt matter, they are still from two different series entirely, so scaling them to each other is not allowed.
