Why is there so may people still think that moving in time stop(or erase time) make you infinite speed ?

Moving in time stop(or erase time) doesnt mean you have infinite speed that just mean you can resist time stop(or time erase).

Moving in stopped time through sheer speed is infinite speed, you don't always resist it.

So Jiren is infinite speed then because he move in the timestop that Hit make

No, because he did it via resistance, not speed. If it's done via speed then yeah, it's infinite speed. If not, it's resistance.

It's severely case by case, and a very large portion of those we have as infinite for this reason shouldn't be. The only character I can't hink of off the top of my head that has infinite speed and is below tier 2 that deserves it is GER, and even then that's hesbily contested.

Case by case, a resistance is mostly the case 90% of the time due to being far more reasonable. Context usually goes "this character does not have infinite speed, don't wank plz".
