Why is Ichigo and Aizen Not Low 2-C

In Chapter 419 and 420, Aizen stated that he transcended Soul reapers and Hollows who are 2d beings meaning he became a 3d being and Ichigo was on a higher level than Aizen.


My question is why are they not Low 2-c since both are 3d possibly 4d level?
