Why is Darkseid only 2-A?

The justification for Darkseid being 2-A is "His body fell over the entire Multiverse""He begins to drag the entire Multiverse into a singularity where he is all that exists" The DC Multiverse is a normal 11th Dimensional M-Theory Multiverse.Shouldn't Darkseid be High 1C?

I think that it was just the parallel universes, and the New Gods have elsewhere clearly been defined as 4-Dimensional, so we must take thst into account.
