why does having UES mean a character can physically scale to a tier

As the page says, the character is able to strengthen his physique to the same level as his supernatural powers.

Because as the page says, they are able to use the same amount of energy needed for X attack to strengthen their physical strength, so logically speaking they would scale physically to the same tier as X attack.

UES stands for "Ur Energy = Strength"

To answer your question, the very basis of a UES comes with the inherent implication that you're able to get the same amount of AP out of every attack unless otherwise specified. And unless they give a reason, characters would have little reason to not use the same amount of energy for all of their moves.
