Why does base Omnimon/Omegamon have all delete?

I noticed that in base Omnimon's profile that he is given all delete. This is confusing as All Delete is the ultimate move of his X-Antibody form. Omnimon is also never shown using All Delete in any piece of media I know of. The reason given is that he was capable of accessing the Omegainforce in the xros wars manga, so then theoretically he has access to All Delete via raising the grey sword to it's maximum potential. However I don't believe it's ever stated that All Delete is related to the Omegainforce. How do we know it isn't just a seperate ability he gains upon evolution?

X-antibody simply brings out latent abilities already existing within DigiCore. It don't create new abilities. Any Digimon with high enough potential can use their X form's power (Like Wizardmon having Bolt Break in Dreamers, granted using it is a suicide move for him as his body can't withstand the power). Another example is Goddramon using God Fist in 2020.
