So, this came to me recently. Every tier, even 11-C, has dozens of characters going for it, yet 11-B? Literally only five 11-Bs exist. Why are 11-Bs as rare as they are?

Because it is specifically 1-D characters
2-D characters are much easier to portray and 11-Cs can be infinitely below other 11-Cs
