Regulus is basically a kid with powers, he wants what he wants and he has the power to do it so he has no restraint.
He forces women to married to marry him, and when they annoy him he kills them, and looks for another wife. And he is always talking about his rights and how he is only cares about protecting those rights, and his harem.
At first he doesn't seem like a threatening guy, shows up starts talking about his rights and how he wants to protect his, but when ppl point out hey you are an archbishop, those crazy guys who go around worshiping satella who destroyed half the world, and is basically like satan in this story, that everyone knows and fears and even instills that fear into their children through bedtime stories about the witch coming to get you, and they go to attack him in the middle of his rambling about his rights, he is like, you're infringing on my right to speak, so i have to kill you.
