Which is stronger

Oftentimes it completely depends. "At least" can usually mean that a character has not shown a feat higher than the one used, and therefore, even though they likely got stronger, we can't go above the previous feat without evidence.

Thus they dawn the "at least" tag. For example Amo is rated "at least High 5-A," because something with a fraction of his power caused High 5-A damage, yet no other quantifiable display of power has been shown by Amon in that form.

+ is much simpler. It merely means that the character is in the upper half of that tier, found by taking the arithmetic mean of the lower and upper bounds of the tier. A + symbol is usually only donned by those with calculations with the aforementioned criteria.

So there is no definiative answer. Someone who is "At least Building level" for flicking their wrist is probably going to be stronger than a "Builing level+" character, but that isn't always the case.
