What's the difference between Statistics Reduction and Status Effects?

I had this debate a while ago and I noticed a contradiction regarding this power. If you were to physically slow an opponent down with the power, they would go slower on everything, though technically there are additional status effects to stat reduction like having your muscles slowed down, digestive tract and other organ systems slowed, etc. That could translate into damage or other symptoms if any of the vital organs are damaged [another potential status effect]. That's a main thing I'm confused on.

The debate centered on depressants, which slows the body down... while also giving status effects. Albeit I did brush this off at first since poisons also slow a person down in a sense.

So what's the difference between Status effects and Stat reduction? And an even harder question, if an item no only slows an entity down, but gives status effects related to being slowed down, do we list the item's power as Stat Reduction, Status effects, or both?
