So far it was only stated like this
"Ordinary people think that the five elements are wood, metal, water, fire and earth....infact, they are just mere presentations."
"In the eye's of the ordinary people...the five elements they see...are fixed elements. When they see a house on fire, they think fire is a disaster...they also forget fires cool down to make ploughs. When rain irrigates the world...they fail to remember floods can also kill people."
The five elements in the context here are more likely pointing to a more abstract form of elemental manipulation rather than it being something physical.

So it could be conceptual manipulation but only limited to five elements whom are abstractions? Because in this particular verse, fate is considered to be a natural law that governs life, death, time and space.
