I'm right now going through the Dragon Ball Legends story mode so as to make a proper scaling blog for Shallot, Giblet, and Zahha (three Legends exclusive characters) so as to make it easier to scale their profiles later on down the line.
The question I wanted to ask is, should we assume scaling from Toeiverse, or Manga?
Currently Shallot's page uses Toeiverse scaling for it's tiers and Toeiverse versions of characters, and while Toei exclusive characters and Toei versions of characters do pop up, I don't think we should assume that all characters that appear are their Toeiverse equivalents.
Point A) The story mode takes place in the Dragon Ball Super (Anime) earth and history, right after the Tournament of Power. Characters from the Super Anime are also very relevant to the story. This is important since the Super Anime uses Manga scaling, not Toeiverse.
A sub point to A is the fact that Saiyan Saga Vegeta remembers Beerus, who doesn't exist in the Toeiverse, showing that DBS history is the main history of this world.
Point B) Toeiverse versions of the characters exist separately from the main counterparts. In the very beginning of the story, Shallot encounters Toei Future Trunks and Toei Goku since they know who Z Broly is and are cautious of him, while Shallot later encounters Super Goku, who we know has never met Z Broly or even knows who he is.
So I think that while Toei scaling can be used if Shallot were to fight Toei exclusive characters like Turles for example, or fights an explicit Toei version of a character, the default assumption should be their manga counter parts. So if Shallot fought Frieza, we would assume manga instead of Toei Frieza unless proven otherwise.
