Okay, so context:
If there is a higher plane above the physical world (time and space)...however, said plane cannot be reached due to this; it is impossible to physically travel to or from it, and any attack cannot reach it as it is unreachable with any kind of distance, including higher-dimensional axes due to being above "space"; and thus distance itself.

And also; no kind of matter can inhabit this plane, as it lacks a concept of space. Now this might sound like 0D at a glance, but it wouldn't be that as 0D is still space. The only thing can can inhabit this plane is abstractions; such as ideas, concepts, consciousness, and/or astral projections.

Now again, this plane is above the physical world; both space and time. As such, space and time wouldn't even apply to it as it is above them.

If it's stated to be beyond Space, Time and Higher-Dimensional Axis, is called a higher plane and is unreachable by the physical world then it's potentially 1-A.

Which it's all of those things, yes.
It's explicitly called a "higher plane", is beyond spacetime itself as the physical world contains all of spacetime (in which this realm is a higher plane in relation to the physical world; so it exists higher than all of spacetime), and is unreachable with any spatiotemporal method; even those that go through higher dimensions.

Would it be potentially High 1-A as it is unreachable to infinitely-layered 1-A structures?

Actually, High 1-A can also be done, but I think the context is insufficient. High 1-A > infinite 1-A+ > Infinite 1-A (standard baseline)
