What tier would creating a timeline be.

3-B is creating/destroying multiple galaxies. Creating/destroying a timeline requires destroying space-time on a universal scale, thus is Low 2-C.

Though, how is the timeline created?
 
It's that one dude who takes a book and makes it a real world though now we know he makes a separate timeline out of the book.
 
Basically what Julian said, though the 10-B part depends on the character.

I was just wondering if the character created a timeline with an artifact, his own power or as a side effect.
 
Yes, timeline is "Universe level+" and Low 2-C while the physical universe is "Universe level" and "3-A". Theirs an in between tier, High 3-A or "High Universe level" which is for less less then universal, but still massive 4-D power or infinite 3-D power.
