Let's say that a universe contains infinite timelines. Let's then say that there exists a multiverse with its own timeline that all other universes are subjected to. So basically every point in multiverse's timeline contains multiple(depending on number of universes) 2-A structures. What tier would this be?

It gives a low 1c if it's an infinite universe and each is a 2a structure. However, the fact that every universe is 2a in the multiverse does not give a low 1c. 2a gives the baseline.

That would be the case if it's normal multiverse. This multiverse has its own timeline that encompasses those other 2-A universes.
