If a character had been stated to be capable of controlling time of an entire dimension of unknown size, but that has its own space-time, would this be hax or AP? And if it's AP, what would it be?

What if the dimension was universe sized?
 
Time manipulation either way. Even if you turn back the clock on a universal scale that doesn't mean you're universal in AP.
