What tier is snapping metal chains?

Depends on what kind of chains you're asking for and how far the chain can stretch before it snaps. Without displacement we can't find the energy value from the force value.
 
It's more so that she just attacks the chain and it breaks. Looks like high street level to low wall level.

To answer your question, I found these for the % elongation of steel: https://www.efunda.com/materials/alloys/alloy_home/steels_properties.cfm

A36 structural steel can go from 400 to 550 MPA in tensile strength.

A good rule of thumb would be a chain used for playground swings, which has links that are 3/16 inches thick and has an inner diameter of 1 inch.

Problem is the chain breaking feat linked isn't a tensile feat but a shear feat.
