let's say that character x is hinted to be a singularity that disregards the relativity and is the absolute coordinate and thus the absolute space and can see time in absolute form? what tier is that going to be?

the theory of relativity was the wrong part I was talking about a line that goes like this you are the absolute coordinate and thus the absolute space only you can see time in it's absolute form and on top of that it is said that this character existed before all laws and concepts including time and space would this be enough to give a tier?
