What tier is destroying accidentelly a city in a unespecified amount of time?

It varies.
Accidentally? Through what means?
Destroyed to what extent? Do any of the building structures remain? If they're gone, is the ground flat, or is there a crater, as if even some of the earth the stood on was destroyed?
Not to mention, even ignoring what PORTION of the material was destroyed, the destruction method matters, too.
Fragmenting, violently fragmenting, pulverizing, vaporizing or atomizing the same amount of material can get different results.

As for timeframe, it's unspecified, so you kind of need to assume a time, or at least a range. Our yields for feats are usually measures of the energy output of the feat per second. It's why we divide results by the timeframe if they take more than 1 second.
So what assumptions or knowledge can be provided about the timeframe for the destruction? How was the event described or depicted?

If it's hypothetical, it's much more difficult to tier. Also, simply having something be on fire usually doesn't get higher than 9-B.
If the buildings are barely standing, we need to know how much material was destroyed/damaged, & destroyed/damaged in what way.

What is it made of? What are the measurements of the destroyed material?

For a more general answer, as opposed to one based on calculating....
