What powers or abilities can grant Immensurable speed? Other questions

The description about Immeasurable is the following:
Immeasurable (Movement beyond linear time. This is why the speed cannot be measured. Given that S = D/T, if T is undefined the speed formula cannot be applied. This is the same reason why multiple temporal dimensions also grant immeasurable speed.)

Then, with this description, what powers can have a being with that level of speed? Or it will depend by the context of the verse?
Another question: A being with Immeasurable speed, can travel and react with a normal speed like human speed level and use it only when this beings fights?

Well, there is this one novel I read a while ago and it had these things called Absolutes Techniques. Which basically means they will Absolutely do what they need to fulfill their purpose.

So Absolute Dodge will dodge no matter what, even if it's completely illogical or an attack from a higher dimension. They didn't show it but considering time-based attacks were a thing then Absolute Dodge would somehow still dodge it.

My bad I misunderstood you, but abilities depend on the verse and how they got their immeasurable speed. We don't assume they move at Immeasurable speed 24/7 as it's simply inconsistent.
