What level is this feat?

Only 2 planets. During incursion, only planets collided, which created a chain reaction which then led to the destruction of 2 universes. Hyperion was not at the zero point of two universes exploding, but merely two planets.

When a planet dies, that starts a chain reaction which causes the universe to vanish, but it doesn't happen like a physical explosion, it just vanishes. (See New Avengers #24 - 27 for more information, and times run out for some extra details).

If you read the text carefully in the last panel, it explains pretty much everything.

And Hickman has a weird sense of scaling. His Thor and Hyperion and Starbrand should easily be Low 1A... But they are contradictory. And even this feat, without context, is 2A/Low 1C ATM, instead of 2C. A singular Marvel universal continuum is 2A/Low 1-C because of its structure.

Ok, thanks for clarifying.
What do Thor, Hyperion and Starbrand have that put them in Low 1-A?

Their fight against the Beyonders in Time Runs Out.

On this wiki, Beyonders are currently treated as 4B because of this fight, but it should be the other way around.

But either way, it's odd scaling from the author and don't make much sense

I just finished rereading New Avengers #24-27 and they don't mention any of that.
They do say that when two Earths collide, the universes of both are destroyed, which we all already know. But nowhere does it mention that they simply vanish or that there is no physical destruction.

In fact, I have found statements like this one that suggest that it does involve physical destruction:
