There is a concept in Doctor Who stories, never entirely clear, that there was an "Old Time"/"Dark Time"/"Previous Universe" that was full of weird super-powerful monsters and gods where magic worked. There was a war between these forces of darkness and the Time Lords that the Time Lords won, apparently erasing that universe and creating the current one where physical laws are very different.
