To start with, say character A has acaus 3. Character B has HGR negation while character A lacks said level of regen, however in the same vein character B lacks sufficient enough feats to be able to completely destroy a target throughout an infinite amount of timelines/worldlines. Would character B who has HGR negation be able to permanently kill character A? Or would character A simply continue to exist with their acaus?

For the next point regarding immortality type 9, it's a similar question except the immortality type 9 in this scenario is one obtained through HDE, rather than just existing in a different plane that's still in the same dimension as the plane the avatar can be killed in. I am 99.9% positive that this question in particular is a resound no, however seeing as the .1% of me is still skeptical I decided to ask it as well

Regeneration negation generally has nothing to do with acausality or type 9 immortality. If Character B isn't shown to be able to affect Character A's type 3 acausality directly, then they can't permanently kill Character A. Likewise, it's the same with type 9 Immortality, you can't merely use regeneration negation itself to counter it.

To do this B would have to destroy all of A's bodies. Since you said B doesn't have enough feats to do so, then no B won't be able to permanently kill A.

A will continue to exist with its Acausality Type 3.

It's a no. B would need to have the necessary range and be able to affect the real body to permanently kill A.
