What is considered a below average stamina?

How long character would need to run, climb, walk, carrying something or working so that his/her stamina could be considered "average"? Not higher
 
Chronic fatigue (yes, that's an actual disability) is one example, although I'm not sure if it's ableist to index that.

Use yourself as a measuring stick (I am assuming you are somewhat athletic-able to walk, run, and jump). Could you do it easily?

I could run as long as Forsaken characters (no joking), so I doubt that my stamina is ok actually

It depends on how you view this excerpt from the Stamina page.
Stamina is also mostly related to one's own physique, the way it stores and burns energy and how it reacts to external factors. This is usually the product of aspects such as training, lifestyle, physiology and more

In my (dishonest) opinion, I don't think it would be considered ableist at all. The Below Average Human tier exists to classify characters who are physically disabled in some way, it even says so in the tiering system's page, and many of the human characters in the tier are cripples or people who suffer from debilitating physical disorders.

That or infants or infirm humans like babies or toddlers.

Looking on google average human can run a 1 or 2 miles before tiring out. Climbing is a bit harder, but I'd assume most humans can't climb 30 meters regularly, walkings something we all do and average humans can walk for miles even with fatigue, and like running this also depends on the environment. So I'd say characters who struggle running anything over 100 meters, struggle with climbing 10 meters, and walking a city block or more. Stamina also isn't just about energy exerted, but also injury, I'd argue anyone who can't take a punch or a couple are below average.

It's sounds more like lack of durability, but VSBW for some reason mixed up endurance (pain tolerance) and stamina (energy)
 
Not really, the page is mean for both.
I mean, why VSBW didn't separate stamina and endurance as different categories? Cuz there are some people and characters who can endure enormous amounts of pain, but gets tired out way too fast and vice versa

Because stamina isn’t just about energy exhausted but also what you can endure.
