What is cloud-to-ground lightning qualification ?

Is the created one has the same attributes with natural one or we need to proof it ?

And electric arc phenomenon alone is enough for qualification ?

CtG is now 800 million joules, half the 1.6 billion value that is for intra-cloud (cloud-to-cloud) lightning.

As for qualifications, I mean, cloud-to-ground. That seems simple enough don't it?

Then there's the qualifications (But honestly that can also be said for ordinary electricity). Outside of that you can take fulgurite creation, and then there's the obvious minimum required discharge value of 100 million volts or 1.6 billion joules value that would make it qualify as legitimate lightning.

It arcing doesn't really prove anything per-se.
