what character is good example for Low level Reality Warper

We generally try to avoid terms like "Low-level Reality Warper", but yes, there are characters who Reality Warping powers are strictly inferior to others.

Another good example would be Gremmy Thoumeaux, who doesn't do anything more impressive than cloning himself, calling down meteors, and tearing open holes to space.

That moment when ripping holes to space, self replication and calling down meteors the size of countries doesn't count as impressive.

In the scope of Reality Warpers. It really isn't.

Mister Mxyzptlk is a "mere" 5-Dimensional Imp and can casually create realms where time, space, and physics are virtually non-existent.

Franklin Richards creates entire universes while playing under the covers of his bed.

Jesmo twists the laws of reality so that it is a physical impossibility for him to be harmed and that he can easily defeat his opponent in a single blow.
 
Oh I'm not denying that Gremmy isn't particularly impressive as a reality warper. I was more or less just commenting on how ludicrously far fiction has come that abilities like his aren't considered impressive anymore.
