Is more about having good adroitness rather than being a power. Although, the part of consuming an item slower does not relate much to adroitness.

It's a skill the MC got, and I'm pretty sure the consumable shit is not related to the first three lines. He can just pick up an item or a weapon, and use it properly.

If item refer to weapons as well, sure; although judging for the other descriptions that involve using consumables more efficiantly, repair and steal them more easily, is something more related to dexterity/adroitness (as the most common factor between the advantages).
