Weakest Character that can beat Sans?

Don't know if this has been done before, but who's the weakest character that can beat everyone's favorite skeleton in a one-on-one fight?

Conditions:

-The battle takes place in the judgement halls, with both combatants starting off 50 meters away from each other.

-Opponent may be in-character while Sans is in his 'burning in hell' mode.

-If the opponent is a kaiju or is generally much bigger than Sans, they will be scaled down to human size or at least around that size range.

-Must be an actual fight. No speedblitzes or anything like that.

This is... kinda hard. We could put heroes against Sans, people that haven't killed before. Or we could put villians that have killed possibly millions.

Say, how would Kumagawa Misogi do against Sans? Let's say he's not allowed to erase Sans out of existance though.

Depends on how he'd treat the battle. If he acted the same as he does in the Genocide run, I'd say he'd still be pretty challenging.

If the check stats for Sans are correct then a MHS+, Wall level character who has never killed anyone could do the job. But there's also the hax to take into account.

The entire thing about Karmic Retribution is that it does more damage if the opponent has killed more people. So the fight would be far easier.
