It was made under specific circumstances that allowed Kira to use his abilities. So it's serious, but quite one sided. Even with Cell's superior physicals, he will never stand a chance against his hax in close range. Same goes for Kira vice-versa when Cell just releases his ki or something.

Speed equal and 1 meter distance between them, just within Kira's stand's range to kill him.

Doesnt that Qualify as a Stomp? If so then it should be removed imo.
Like it feels really rigged if it's that one-sided.

It’s not remotely a stomp, Cell can kill with any attack, and pretty obviously has a range of 1m+. Those were conditions that could let either win quite easily depending on their actions.
