All Time Lords are Low 2-C by default, the Doctor made the laws of time obey him, so that's clearly 2-A right there. That doesn't matter anyway since he is and will always be the most powerful person in his verse, so he should be tier 0 anyway.

Besides, no one has better swagtasitic dance moves than this.
