The animal starts very close to Niko. He can still charge at him, not to mention the animal is incredibly huge enough to take Niko's attacks.

And most people's reaction to a large animal up close if they're not knowledgeable on the animal would be to fight or flee from it.

I rechecked a bit of the profile, and so far he's baseline. His explosives are above baseline since it's implied they could severely damage or kill him, and yet, the animal's head has tanked energy above Niko's 15 KJ explosives. Unless if I'm missing something, the animal's fine, not to mention Niko would need to gain a distance to use explosives.
