Doesn't Unristricted Raiden have everything his other forms have?. It says he resists Soul Manipulation and he has Sealing via Shinnok's Amulet which is something that can stop Vortex at least that's what I thought. I guess this is a Stomp then.

Not really since the Amulet is considered as optional equipment when he's not Dark Raiden. If he is, then he always has it with him.
