Actually Twirlenkiller has a much Higer AP via Sinking the city of New Orleans and causing Hurricane Katrina also having an attack that comes out technically much faster than Nejires and potentially cancel hers out

But didn't you equalize speed? I thought you can't blitz if speed is equalized

It’s not a blitz it’s just that the pathing her attack takes is naturally slower as her wave energy travels in a spiral path forward rather than a straight path thus her attack will still take more time reaching it’s target from anywhere but close range
