Hellverse is an entirely different thing, he never had his full cloak... FBB Ichigo DID obtain power close to base Yhwach's level. Let me ask you something, if a battle with Pernida was created, would you argue with Pernida at his strongest, or before he went through any levels of evolution?

The problem with this is that a separate key for post Quincy amp FBB Ichigo doesn't exist on his profile, that version of Ichigo was approaching base Yhwach in power who's country level according to his profile. Anyway if we're only using the versions on the profiles, FB bankai Ichigo should still win as he scales above characters that scale above VL Ichigo

Fullbring Ichigo without his Shinigami powers sort of scales to Tsukushima who scales to post Timeskip Byakuya who scales above pre timeskip Byakuya who scales to Yammy who scales above Ulquiorra. Vasto Lorde Ichigo scales vastly above Ulquiorra.

Then we add in Ichigo's shinigami powers on top of that Fullbring that scales to Tsuku and I think it leans heavily in his favor. Fullbring Bankai Ichigo could also fight Sternritter tier opponents so there's that
