Technically with Time Stop he can still win by stopping time via incapitation, and making sure Venti won't be able to do anything without necessarily needing to harm to him since the Timestopper has no time limit.

The effects happen pretty instantly within a single button click, and considering he usually fights to incapacitate other characters, I don't see why he wouldn't use it in character, but he doesn't really spam it.

Destroying the timestopper wouldn't really be too wise considering that they'll just be stuck in time forever. And how would Venti know about the Timestopper's capabilities?

not that he'd know, its more that Venti's wind can just knock it away or grab it with the wind
