Alex Mercer does not have a Low 7-C key. Buffs do not count. XD

Anyways, based on her profile and some brief searches of her attack techniques:

Velvet's soul-hax does not work due to Alex's immunity, and his Regeneration makes him shrug off all of Velvet's other attacks.

And unless Velvet has feats for it, she should not be able to absorb any of Alex's abilities since his entire power set is completely deprived from his physiology (whose entire arsenal is deprived from the Blacklight Virus in him... Which he literally embodies), so her Power Absorption should be ineffective here. You logically should not be able to absorb/steal abilities when the source of such abilities is an OP virus altering the entire body at the genetic/molecular scale. XD

Alex also has Immortality Types 1 to 3, along with type 7 Immortality (type 6 is also there, but it's combat inapplicable due to lack of feats), and combined with the fact that Alex is literally a sapient virus (where he is canonically treated as neither living or dead within his own universe), Velvet's Life Manipulation should also be ineffective against him as well.

While this being Prototype 1 Alex means he wouldn't lead with gasses, he still absorbs targets via touch. Although even assuming he doesn't lead with Absorption (he does, and it should be in-character for him to do so), being scratched by any attacks that comes from his own body (his Claws, his bladed weapons, his Devastators, etc. Basically his entire arsenal really, since all of his attacks comes from his Shapeshifting) would result in Blacklight Virus infection (in Prototype, being bitten or scratched by an Infected in any way would result in being infected by the virus), which are capable of infecting all traces of the targets at the molecular level.

Or in other words, this matchup is likely a stomp in Alex's favour.
