This battle depends on who has the AP advantage, Vegeta is above baseline low 2-C by a good amount I think IDK about the girl.

Ryuko is pretty decently above baseline, she matched Junketsu shizui satsuki who was able to fight on par with the primordial life fiber, which just by existing was tearing apart the timeline and was a passive amping itself constantly during their fight and ryuko also has an amp of passively constantly growing stronger by absorbing life fibers from across the multiverse as well as actively being amped by her zenkai
