Why?

What do you mean why?
Ssb goku from episode 123 forced jiren to use more of his power than he used in ep. 110, that makes ssb goku(ep 123) stronger than Ui omen goku from ep. 110. Then this goku can multiply his power by 20 through kaioken and, vegeta SSBE was initially equal to this. Toppo was even stronger than that and vegeta got even stronger than that after breaking his limits during his match with GOD Toppo.
On the other hand, kefla ssj2>=ui omen goku(ep.110).
So that makes vegeta at least 20 times stronger than kefla.
