Luffy's Observation carries him, since it's so much better than Usopp's.
Usopp is purely projectiles. He's dodging all of his stuff with minimal issues ngl.
I think a single red hawk would put him down, and if he goes G4th he's kicking him around the grand line

Yeah, no. Pre-TS type prep would get negged by kenbun sensing everything that's about to harm him and avoiding it. He dodges far better thanks to it as well, and takes down Usopp in lesser hits. Busoshoku would cover against the fire/acid based attacks too.
Wouldn't say it's a stomp, but it's not as close as their water 7 fight.

I also vote for Luffy. If all of his Gears aren't restricted, then he'd be able to easily overpower Usopp with Gear 3 or Gear 4. Usopp's got some solid advantages with his higher base AP, his Kenbonshoku Haki and his sniping skills, but sadly it's not going to be enough for him to take a win here, as much as I'd like to give it to him.
