Upgrading AFO Shigaraki to High 7-A

This thread has been done and rejected many times in the past for good reasons. However, with the new chapter that's been released, I believe that the change should finally be made for AFO Shigaraki to be placed at High 7-A. There are many statements made by the characters that support this suggestion.

When AFO Shigaraki is being restrained midair by Best Jeanist, the hero notes that Shigaraki possesses both extremely powerful long-range attacks and speed on par with All Might in his prime. Best Jeanist specifically said that his speed was comparable to prime All Might, whereas before characters like Doctor Ujiko and Endeavor have only compared Shigaraki to just All Might. Furthermore, when Shigaraki starts sprouting hands, Aizawa (or possibly Bakugo) notes that Shigaraki is nothing compared to how he was during the Paranormal Liberation War. This shows that his strength has increased significantly thanks to his body stabilizing, and I believe that's enough proof to finally upgrade him. Either that or make a key that separates incomplete AFO Shigaraki and AFO Shigaraki, and I'm not sure if he was at his current level of strength when fighting Star and Stripe
