Upgrade to 23rd Budokai Goku

I'm not sure if this has been discussed before but I stumbled upon a scan from one of the Daizenshuu's I believe that has Goku's Super Kamehameha at Moon Level, since Goku at the beginning of Part 2 is listed as Small Planet level this seems pretty consistent with overall scaling in the series

Island level seems the more reasonable estimate. The moon feat is considered outlier as people like Piccolo (23rd Budokai) went all out to raze the island. Granted DB is often the hardest to debate based on inconsistencies, but I believe Goku was island level at the time.
