Upgrade for the Makuta of Karda Nui

The Toa Nuva claimed that their fight with the Makuta of Karda Nui was too easy and were still alive because the Makuta wanted to. So, the Makuta of Karda Nui were holding back because they needed the Toa Nuva alive for the plan of Teridax.

While none of them are as strong as Icarax or Teridax, they should be comparable to Spiriah who is superior to Roodaka and has temporally threatened Brutaka.

So, the Makuta of Karda Nui should be upgraded to 7-A. None of them were as strong as Icarax or Teridax, but they still qualifies for the 7-A rating.

Why? These Makuta should be comparable to Spiriah and they were holding back when they fought the Toa Nuva. So, why not?

What do you have for Spiriah threatening Brutaka and being superior to Roodaka? If nothing else, I'd be fine with at least 7-B, likely 7-A.

They were holding back because they needes the Toa Nuva alive. The Spiriah being superior to Roodaka stuff is from Federation of Fear.

I couldn't find anything concrete (but I didn't look super closely, I was distracted), but he's obviously comparable to the rest of the team there, yeah.
